More about the rules:
When only the number of floors was known I estimated the height using a floor-to-floor distance of 3.05m/~10ft for residential buildings, 3.80m/~12,5ft for offices 3.40m/~11ft for unknown use.

The last column:
The highest scoring building in the last column is the building that adds most to the city score. In most cases, it will be the highest building but complications may arise with spires and free-standing towers. For example: a tower of height h counts as a skyscraper of height h/2 and may or may not be listed as the highest scoring building depending on whether there is a skyscraper of height >h/2.
